I believe here are my options to correct this.
Cut away excess foam to clear a space to nail down a tack strip.
2 bevel cut the back edge of the stair tread to minimize the height difference.
You may have carpet on the stairs and need to install the laminate up to the top stair where the carpet ends.
New carpet will be installed so some sort of transition piece can be used if possible.
Simple to do cheap complies with code assuming the existing stairs.
Or you can have laminate on the stairs and need to finish the carpet up to the top stair of laminate.
Most often the top stair will involve installing a stair nose.
1 cut the sub flooring in that small area and replace it so the transition between the carpet and stair tread is level and acceptable.
The tacks should be facing toward the back of the landing tread.
You d be gradually increasing the height of several treads and the transition at the top of the stairs would be less abrupt.
If you do not have a new tack strip you can use a track strip you removed after pulling up the carpet from your staircase.
